all i see is edit profile picture and no avatar section thing!

Look further down.. under settings and options :)! You are in the right place :)!...

Go to User CP (left side of the bar above) then look for the heading 'Settings & Options' then 'Edit Avatar'.

it's not there i only see
edit signature
edit email & password
edit options
edit ignore list

When you click on the User CP. The list you should have done the left handside is below.

Edit Email & Password
Edit Options
Edit Ignore List
