I have had PMs from new users too, usually those without any forum posts although I'm sure I've had some with one forum post. Maybe the no PM facility doesn't take effect until they've made their first post?

I've known this to happen too. Also, some people on the members list who haven't posted are listed as senior or junior members which I assume would allow them to PM?

Is the person a New Born Pup or Junior Member? NBP's can't PM but for some strange reason some newbies are automatically Junior Members & can PM :)
