Why can't I upload my profile picture? :(

I'm considered new here and I have tried to upload my profile picture but it says:

"bombom, you do not have permission to access this page. This could be due to one of several reasons:

Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation."

But I have already activated my account and I don't know what's wrong. :(
Do I have to get through some requirements or whatsoever?

Or is this somehow a privilege?

I think it's been deactivated to save space on the forum:{

If you want a picture at the side of your posts under your name, go to User CP and Edit Avatar

And either put in the URL of the pic you want to use or upload it from your computer.
