It is because you have made over 50 posts. Once a member has made 50 posts, they can send and receive private messages :)

The qualifier is "50 post and as soon as a mod gets round to activate your personal messaging". You should have it within 24 hours.

Not sure where you got that from but it is 50 posts and the forum software updates user ranks and the related permissions automatically once a day. Mods do not manually activate personal messaging.
