Ramps in Cages
You may find something in the above link. When I had a loft in my C&C cage I used 2 bent grids cable tied together to get the length. Slightly overlap them to get the rigidity. I covered mine with extra thick vet bed, I think some people use a bit of carpet.

There is not really a best age as such - piggies aren’t natural climbers so really it just comes down to whether he will use it or not.

Those wooden ridges are rarely enough in their own. They are usually too far apart and too slippery in between them.
I would put something either over the whole ramp or cut pieces and stick in between the ridges. As I say, I used Velcro and vetbed which meant it could be removed and washed
