Bedding? Dandruff? External Parasites?

I am currently having a sleepy cuddle with my piggie and I decided to take a photo of him. I noticed what appeared to be dandruff upon looking at the photo and I am wondering what people's thoughts are. He is on fitch at the moment so I am hoping it is just that.
