What bedding do you have him on? Sawdust can dry the skin out and cause this?
Or it could be fungal and need treatment. How does his skin seem? Does it look sore or irritated?

He just has hay. Noticed it this morning when we were smoothing him, little flakes mainly near the rump. I tried lifting his hair to look at his skin but it was tickling him and he kept squeeking and popcorning, sigh! I got a litle look though and couldn't see any redness. Hmmmm :{
