At first I just thought it was a bit of bedding but not sure, doesn't look serious
 
The photo is a bit blurry but I think it looks like boar glue.

It normally happens when either a cagemate has gotten a bit "romantic" or if he's a lone pig then he's had a bit of one to one time.

I'd leave it alone if it's not obscructing his breathing and it'll come off in a day or so. It's really hard to get off and you might end up tearing his lip if you pulled at it.
 
If that's what it is then no, it's normal.

Is it crusty like glue? No hair loss or redness around it? It's quite hard to work out from the blurry photo. I know how hard it is to take photos of pigs.

I think it's probably boar glue then.

Just keep an eye on it for a few days, just to be sure but I think he'll be fine and it'll come off in a day or so.

If it's on their stomach, or bottom then I usually have a go with a pair of scissors but I tend to leave it when it's on their face. It gets really close to the skin so I wouldn't trust myself trying to snip it off.

They tend to remove it themselves when its on their face. I think about two days os the longest I've seen it be there.

Here's a photo of poor Spencer. His cagemate got a bit wild and he was covered in it. It was really pulling on his hair so I had to try to trim it, but it was all the way onto his skin so I couldn't do too much. I had to let it grow out and trim it bit by bit.
