Does hay stick on washable puppy pads?

Yes hay does stick to them. I bought a small rubber brush off Amazon and I brush my washable puppy pads well before putting them in a horsebag and popping them in the Washing Machine. Brushing them gets most of the hay off but not all of it. A rubber brush is much better than an ordinary brush.
 
I pop newspaper on top of them in our hay loft and change this every day. Definitely reduces amount of hay I have to remove from them on cage clean day.
