Dusty Hay

I bought a 90 oz bag of timothy hay a few days ago. Usually the hay isn't too dusty, but this bag seems to have a good amount of dust. I feel bad if I returned the hay and let it go to waste, but dusty hay isn't good for piggies, right? What do you all do when you get a dusty batch of hay?
 
Is it dusty all the way through? I know when I used to buy bagged hay, if it was a bit dusty, I could shake it and all the dust fell to the bottom of the bag meaning I could use the majority of the hay without any worries.

I noticed there's dust kind of in the middle. I'll try shaking it to see if it helps!
 
I have never returned a bag for being dusty, have been pretty lucky.. but i have returned a 3 bags of hay -
1 had a dead mouse in it
1 had a dead frog in it
and one SMELLED SO BAD it was like something had DIED in it....
They were only £1.99 a bag but no good to me so I got refunded ..
