Snowy has an eye problem, (other eye for comparison) I’m wondering if this is something that will heal or if a vet is essential, idk if I can afford a vet atm so I am making sure here

Please see a vet.

Transparent crusts from watery, clear tear fluid point towards an irritation/pain in the eye (that is on the comparison eye). If it is a one off, then it is likely that some hay dust has been washed out.

The start white blob could be some not fully absorbed dried milky cleaning fluid considering the location and intense white colour (which is perfectly harmless) but it needs a hands-on examination.
Otherwise your vet is looking at bone tissue replacing soft tissue - it is not rare in ageing guinea pigs and looks either like a jagged ring around the iris in its developed form or like a white dot on the eye surface. This is harmless but unsightly and untreatable but it usually doesn't sit on the opening of the tear duct. We can however only speculate.
