If you can't lift it up i.e. its not a flap of skin, and it is a scab on the paw, I would say - from what I can see in the pic - injury is more likely than bumblefoot. If you wanted to do something, you could try a GG ointment, I've had success with both Perfect Paws and Happy Soles on sore feet.

It's not a flap I cannot lift it up. It is a scab on the skin.
