This seems huge to me, is this normal? What size will he roughly be when fully grown?

Guinea pigs can vary tremendously in size at any age. The size to which he will grow can, to a certain extent, depend on his breed. But his diet and overall care can be factors too. Adult pigs can weigh anything between 800 to 1800 grams, with 90 to 1400 being the average.
