I have 2 boars who both weigh around 1300g (which I know is in the normal range) but while one feels like he has more muscle, the other feels like he has more fat. He jiggles a bit when he runs and sways his hips more, so I think maybe he has too much body fat - is there anyway to tell?

Is There Any Way To Tell If A Guinea Pig Is Overweight?

The best way is to feel around the rib cage. Ideally, you should be able to still feel the ribs. If you can't then a piggy is overweight. If they are really sticking out, then a piggy is underweight.
The best way to let the weight regulate itself is by reducing the amount of pellets to the half to handful a fully grown adult needs. That is about 10-20g per day per piggy. Guinea pigs have a very fast metabolism, so any extra weight will go on its own on a good diet.
