Could a Kestrel get the guinea pigs out of their secure omlet rabbit eglu? I have seen a kestrel just sitting in the drive in between the bins.
 
is it the run in the your avatar? The Kestrel may just be hoping for an opportunity or trying to suss out if it can get to them.
 
I don't think A Kestrel would have the strength to pick up a guinea pig!

If its on the bin it could be watching for mice!
 
It looks pretty secure, I'd say they'd be fine hopefully.
