Piggies hay for feeding is getting damp outside

My piggies have hay in a feeder off the floor in the hutch outside but it's getting damp so they then dont eat it? The hutch is dry inside and covered over the top with tarpaulin & thin bubble wrap so they can breath? Anyone know why its getting damp? Do I need a bag feeder instead or something? Thanks
 
Without being able to see your setup, we could only guess
Do you mean it’s a hayrack which is attached to the door of the hutch? Could rain be going in at an angle and into the hay but not going in far so that the inside of the hutch remains dry? I note you say you have a cover over the top, is it pulled down over the front of the hutch when it’s raining?
 
Yes it was like that and got damp so I moved it to the back of the hutch & still damp!
the cover is pretty much pulled right down and tucked in at the corners but not sealed tight as I thought they would need some air flow! Thanks
 
Perhaps it’s just the outside air that is making it damp.
Is the bag of hay itself is damp? Is it sealed and kept somewhere dry?
Yes air flow is still needed - Lack of airflow in the hutch will cause damp inside

What are they bedded on? Is any of their bedding damp?
