Shy or bored?

We've had our two girls for over a year now but I'm worried about them being bored as they are just very shy and quiet! They have a 160 Ferplast with lots of hiddies and tunnels etc. During the summer they have a big outdoor run and hutch but we've moved them in now it's cold. We have set up a 3 x 3 C & C for exercise each day.
But they just seem to sit around. No popcorning, not a lot of squeaking. They sleep and nap loads and always hide from us. Maybe I'm naive but I wonder if that is just their temperament or if I'm doing something wrong?!
 
It may be their temperament, or they’re still wary. Do they come out/respond when you call them? Do they ever come out the hides to see what’s going on?

One way to combat boredom is to change their cage around - rearrange the layout, swap out some hides etc. Below is also a link for enrichment ideas.
