I store my have in a bin like this with the lid on top but not closed so air can get in but my only concern is bugs. Will it attract bugs that get in my hay and eat it? I also store my forage this way since I pick and dry my own but I am also worried that bugs will get to it too if i leave it open. Any advice?

I had kept hay like this previously, though also with drilled side holes to get all around air. I never had buggies or something even like mold. I just get worried about safety of plastic and dye.

You would need to leave it open or have aeration holes, otherwise the hay will go mouldy. It depends where you keep it as to whether bugs will go in it. I keep a bale of hay in the garage on a plastic sheet or bag up sections in old horse feed bags and haven’t had bugs in any of it - apart from the odd house spiders that get put in there from the house! You may risk insect infestation if you keep it outside, especially as bugs look for places like that to over-winter.
