Weird white blob on vet bed - Plug?

Hi,

Yesterday I found a small white blob of sticky stuff on the vet bed. Ive read on some site that this is a plug that the male releases to stop his sperm leaving the sow's bits. Because I found it just lying on the vet bed does that mean that he is trying to mate her but hasnt?

and am I right in thinking that if you can see the plug in the sows bits, that means they have successfully mated?

JP is neutered by the way.
