Adding things onto pictures?

I have seen on here some people have added things to pictures eg Christmas hats on piggies heads.

How do i go about doing this say if i wanted to add something out of clip art can this be done?

You find the picture you want in your files.
Right click, then go down to copy.
Then open ''Paint'' and hold down CTRL and V (or just click paste)
The image should come up
Then use the different tools to draw things on the picture.
Also if you want to add something from clip art then repeat the first four steps again, now find another picture you want and repeat the 4 steps again. You can drag the image you just added around the original image.

i use photoshop, but you can do it in paint

I did mine in paint. I better change it back now, it's not xmas anymore!
