Please accept that there is no fail safe bonding process with a total success rate. Guinea pigs are every bit as complex personalities as humans. There is no way you can stick any two humans together in a marriage or life long partnership and get 100% success; the same goes for piggies. It all stands and falls that your piggies are character compatible and like each other. Unfortunately you cannot change personality and outlook; you can only eliminate any extraneous stress factors as much as possible.
Unfortunately there are no recommended guinea pig rescues listed for your state.
