New Born Pup
So my guinea pig just got neutered almost a week ago and saw this right now and was wondering if this is normal or if I should be concerned.

Please have him seen by your vet. A penis prolapse (i.e. a penis that cannot be retracted) is not normal. It can be a rare neutering complication.
