So I contacted 2 different companies regarding samples of guinea food/hay products. One was more than happy to oblige me, but I dont have a PayPal account.

But, this is what the other company had to say:
Dear Ryan,

Thank you for contacting Oxbow Animal Health with your request for samples of our guinea pig products. It is Oxbow’s general policy to not distribute samples of our products. It is important to remember that transitioning your pet onto a new food is an important process – one that takes time and commitment. In most cases, a sample size does not offer enough of a given product to allow for a proper transition. Rather than send you a sample, we recommend that you purchase a bag of the product that you’re interested in introducing to your pet. If, after feeding the product, you’re not satisfied or your pet has not shown signs of acceptance, please call us and we will make the situation right with you.

Regards,

I understand to a point...however, I didn't ask for pellet samples, I asked for hay samples?
Is it necessary to slowly switch hay like you do food?

I guess it depends on the hay type that your using, if you're using a pretty bland hay now, like simple meadow and move on to a richer type full time i guess it could cause similar tummy upset. I'm not sure, but i guess Oxbow are just being sensible and explaining why they don't offer samples full stop. Which makes sense :)

I do wish all companies would send samples especially with fussy animals when you need to make sure they'll be remotely interested in before you spend £20/$30 or so on a sack.

Yes. All my boys are picky and I'm not spending $15-$20 on a bag of food or hay with no guarantee of getting my money back.

From a company point of view though if you sent out a sample to everyone who asked you'd be loosing hundreds, it's not just the cost of the product, but the postage of the sample, it's like if you rang up a cereal company and said well i might not like your cereal can i have a sample pack they'd probably just tell you to buy a smaller pack and try that way.
Some companies do a taste guarantee that your pet will love it or they give you your money back.
Otherwise i'm sure a rescue would be grateful for a donation of unwanted food!
