Mine are the same . I always give mine a generous top up if I know I'll be leaving them for a few hours. Next time I check on them , they've flattened it, sat on it and wee'd on it . Er, isn't that what fleece is for ? Isn't hay for eating ?

Personally, I think you'd be better off without a hay rack. How about using a hay tray instead?

We also have a hay tray (a condiment wooden basket type thing from my Ohs work) but they just love the hay racks!

Mine do that too! I did have a green ball to put hay in with a bell at the bottom (from Pets At Home) which they love and don't throw all the hay out, but it's hard and messy getting all the hay into it 
They seem to pick out all the hay from their rack to find the best bits and then soil the rest though... Very naughty girls!
