The consensus of opinion seems to be that it Is dock, which would have smooth leaves. I had thought it might be teasle, which has rough spots over its surface, but teddymouse has pointed out that it has seed heads like a dock's.
@teddymouse feeds it to her piggies, so I guess it's safe. I've never tried it with my pigs though.
 
It seems only young dock leaves are safe for piggies - definately not with seed heads

Definitely dock, but I can also see some Milk Thistle flower heads there, that is a plant they can eat. It’s the white heads that have gone to seed
