Are hay bags safe for guinea pigs ?

Hi I have two piggies and right now I dont have any hay rack which means all the hay goes onto the floor of the enclosure. Its good while it lasts but soon gets messy and wastes more hay than whats eaten.
I see alot of ads about hay bags which look like bags of any colour with hay in it, them seem good since the hay wont go everywhere but is it safe for them since people have said that theirs can get stuck in them. i would like to heat your opinion on this, if not any others ideas for hay racks !

Hay bags are OK but we have had threads where guinea pigs climb into the bags through the holes

Guinea pigs love rummaging in hay so , personally , I think the best option is to have a small area where they can do so ....such as a hay tray I use card boxes or you could use a cat litter tray
