Bedding, what's right?

I have adopted a rescue piggy and trying to make him as comfortable as possible. I've had two previous piggies and the bedding I've used is either newspaper or care fresh pellets on the bottom, saw dust and then hay. The last person caring for him didn't use sawdust and opted for newspaper and hay. I'm a little concerned about hay as it can stick in the eyes but is this a good alternative? I'm looking for a comfortable but clean option. This piggy has had a hard time and I need him to be as snug as possible. Any suggestions are appreciated
 
Hay is absolutely fine and perfect as a bedding. Not only is it cosy for them it is also their main food source so encourages lots of free foraging and high hay intake.

My animals have been bedded on hay for decades.
I use a layer of newspaper, then a thick layer of Snowflake Softchip (a wood based bedding) and then top it all off with lots and lots of meadow hay. Then they get piles of orchard hay added for variety.
Poops and wet areas of hay and bedding are removed daily

Thanks. I meant to say the last foster carer used newspaper and straw for bedding. I've never used straw and just wondered if it's a good alternative?

No don’t use straw - it’s not suitable at all.
It’s too sharp and has no nutritional content
 
Thanks. I've never used straw but someone mentioned it as opposed to sawdust. I use the dust extracted saw dust.

Straw could not be used as an alternative to wood shavings (sawdust) because straw does not absorb anything.
 
I use exactly the same method as @Piggies&buns and it woks great for me too. They are inside piggies so they have a fleecy bed and a noddle mat in their bedroom area too. They love nothing better than a deep carpet on hay to burrow in
 
Hay is absolutely fine to use. I used puppy pads instead of newspaper purely because I found it difficult to source it followed by dust extracted wood shavings then hay and never had any problems. My piggies were indoors but using this method outdoors is also fine
