It looks like a spider of some description, but it really isn't something that can be avoided in hay. Hay is a natural product, anything in the field when it's gathered get caught up in the bales when they're drying and then sold on. You just need to check every bit of hay you put out.
Be thankful it's not been feathers, dead mice, or barbed wire, like other forum members have found in their hay.
