Cage Or No Cage?

I have a area of 3 meter X 1.5 meter from which I have given 1.5 X 1.5 meters to two guinea pigs (the floor is covered with towels).
The area is enclosed on 4 sides. Open at the top.
Also there is a tunnel connecting the two halves of the area so they can come to the other side whenever they want.

Is it ok for the guinea pigs? Or I have to provide a proper cage with closed top?
 
Closed tops are really only required if you have other pets/small children who might get at the pigs. (Or if you have a jumper - how tall are the sides?) My cage and pen are both open topped.
As long as they have hides etc to feel safe in, open is perfectly fine and allows for easier interaction with them.

It is a balcony. Walls on two sides. Grill on one side. 4th side is a wire mess, 30 cms in height.

They have there hides.
 
30cm should be fine. If it’s an outside balcony I would worry about cats and birds of prey getting to them though
