Can fleece stop wicking after a while?

I've been using the same pieces of fleece for months now, with no wicking problems. But in the last couple of weeks I've noticed that less is wicking through to the puppy pads, rather it is spreading along the fleece and drying there.

I have never used fabric conditioner etc, but I did recently start using oxygen bleach first to remove stains.
