Hi and welcome!

Yes, your piggies can eat pepper of any colour, as long as remove any stems and seeds. Peppers are very high in vitamin C; one slice per piggy per day in rotation with other high vitamin C veg and fresh herbs like a broccoli (all parts) or a sprig of fresh coriander/cilantro, parsley, dill, mint, basil or fennel is recommended as part of the daily cupful of veg mix that a piggy should eat.

Here is more about which veg and how much how often piggies can eat: http://www.theguineapigforum.co.uk/showthread.php?t=42

I have just tried my piggies with yellow pepper - I gave it to them this morning and they haven't touched it. I gave them red yesterday and they wolfed it down.
