sorry, I can't see your picture … but suspect what has happened is your carrots have gone mouldy .My carrot seems to be sprouting after few weeks in the fridge (photo as attached below) can the sprouts be eaten?

Guinea pigs can't eat mouldy food.
Guinea pigs can eat the leaves of carrots ( sometimes called carrot tops)

I think it should be the sprouts just that its yellow cuz it doesn't have sunlight (it grew while in the fridge) but anyway i decided to throw it away.I can see you picture now - if I were you, I'd plant it in a pot and see if it grows a bit more . If it gets nice and green - it should be OK for guinea pigs
