Can't cut matted fur

I have just discovered a large chunk of matted fur on the side of my boar, just behind his front leg. The mat is solid to the touch and is pulling directly from the skin. I tried cutting through it but I fear I may have clipped his skin, since there's small red marks by the mat.
I've tried rinsing it with gentle shampoo and water but I couldn't get it all out. Does anyone have any advice as to o how I can remove it?

If you cant wash it or cut it off yourself, I think you need to get a vet or a vet nurse to do this for you, they will have proper pet shavers like they use before operations that can buzz it straight off. Or if you cant get to a vet right now maybe you can half cut it off then keep trying to clean and untangle and trim it a bit at a time? Though a vets would be best!
