Changing Contract Price/tariff 12 Months In, Any Luck?

My partner has a contract phone in his name which I give him the money for monthly, we got this last year and its £39 a month! (Wasn't, but they increased the price in March). I'm looking for a way to reduce the tariff as I use virtually none of my minutes, texts or data, but T-Mobile allegedly don't allow this (Even though they can increase?).

Anyone had luck changing tariffs recently? £39 is so excessive and I really begrudge it, any tips are great! (This will be my last contract phone due to this!)
 
Go to Tesco, they do some cracking deals. I got a brand new HTC windows phone, 500 minutes, 5000 texts and 1GB data for just £15 a month. They use the O2 network. ;)
 
You could try threatening to leave - we did this for Vodafone and they throw the best possible deals at you to get you to stay. It might depend on when your contract is up though.
