They can as it breaks off in long strands. One way around this is cut it up for them. I trim mine in half inch pieces. Round foods like tomatoes and grapes pose this risk too I half or quarter them.
Yep, I always cut it up too, because if you give them the whole stick then it has long strings and they're the bits they could choke on. When you cut it up, even if there is still stringy bits they will be tiny so wont be able to choke on them.
