is there anyway I can buy a clip on fan like one you put on a buggy for a Guinea pig hutch would that be appropriate for helping them stay cool in this horrid heat I hate looking at a clean empty hutch so even though I miss popcorn I really want another piggie maybe 2 please don't think I'm heartless but I feel awful just looking at a empty hutch that used to hold my wheeking little boy

It's not heartless at all. You do what feels right for you  and yeah you can get clip on fans, eBay, amazon, Mothercare sell them too. Have you tried ceramic tiles? They can help to keep piggies cool. An ice pack wrapped in a towel too :)

Fans can be good for circulating the air around the room, but having one as well as an open window works best.

Fans aren't recommended to aim at an animal to cool them down, especially if they are already hot. The constant cold air flooding towards them causes the vessels at the skin surface to close, as it percieves it as cold surroundings. This will make the piggy less able to expell heat, and in turn become hotter.

The cold water bottle/ice bottle under beds as @Beans&Toast mentioned is a good idea, as this will cool bedding that they are leaning on.

Cracking a window open to allow cool air to circulate the room without causing them a draft of cold air works well too.

Provide extra cucumber or feed veg torn up in a deep plate of cold water will keep them cool and well hydrated.

Replace any fluffy snuggly beds with well ventilated large cardboard boxes or similar.

This hot weather is a nightmare for the piggies!

Here are lots of tips for keeping cool on hot days. Please be careful about not directing the full power of a fan directly at a guinea pig.
