I think everyone makes them differently, but i will tell you how i do mine 
I sew my side, and my base seperatly. Each is done by placing two lays of fleece ontop of the layer of wadding. So the layers should go fleece, fleece, wadding. I run it through the machine, making sure to stitch through all 3 layers. Leaving a small hole to turn it through. I then fold the fleece in around the whole (so their are no rough edges) and stitch that little bit up. Om left with a side, and a round base, i stich the side ontop of the base, and turn inside out and vala! I do it this way, rather than the all in one way because ive found this makes them more sturdy. Just my opinion though.
Another thing to remember is the length of the side needs to be Pie Multiplied by the diametre of the base. If you dont have a calculator with pie on it, just times the diametre by 3.14 and this should be accurate enough Theres nothing worse than sewing it and discovering your sides arnt long enough!
