Fleece liner

I already purchased all my materials to make my own fleece liners, however I was wondering if sewing it together is necessary. Can I just layer it separately, if so has anyone been successful without sewing the liner? Thank you in advance
 
I layer mine separately but it’s because my boys live in my shed and due to that I only use fleece (in part of the shed) in the summer. i put down puppy pads and then just lay a fleece blanket on top. Works brilliantly for my needs
 
What do you have as your absorbent layer? I sewed mine together as my absorbent layer is moving pads (similar to the U-Haul ones) and they fall apart in the washer if they aren't sewed together. If you don't have that as the absorbent layer, you don't have to sew them together like Piggies&buns has done.
 
My boys were on a sewn liner. The girls’ liner was a large piece of fleece with a waterproof layer sewn to the bottom. This is because they like to burrow so I left excess fleece around the sides so it can be clipped to the grids. You could not sew it, that works as well.

I have the zorb material for my absorbent layer
 
I just looked up zorb and it sounds like it needs to be sewn between two layers as it falls apart if washed separately.
