I have recently decided to upgrade my guinea pigs’ cage and so far I have the grids necessary for it. However, I am not quite sure how to make a good floor. I read that chloroplast is a good flooring, but everwhere I look it seems quite expensive. I read that puppy pads are good and they seem cheap so I am down to use those. Would puppy pads, a towel or blanket on top, and then paper bedding be a good flooring? Maybe a shower curtain under the puppy pads as well?

You will definitely want something as a base - a shower curtain or sheet of plastic is a cheap way of doing it.
you can then put puppy pads down and then lay a fleece on top of that. I personally don’t recommend using towels at all. Wheh you use fleece you need an absorbent layer underneath to wick the urine through the fleece to - so that is the puppy pads
You don’t need to put paper bedding on top of the fleece.

If you are going to use a disposable bedding, then you don’t need fleece at all - you can just put the disposable bedding directly down or on top of puppy pads. It’s best to use coroplast if you’re going to use disposable bedding as it helps keep it all in the cage
