Fluctuating weight?

My piggie JJ has been with me for about 3 months. He came from an abusive home. His weight has been a problem since I got him. He was very underweight when I got him, he was fed hamster food ( when the child taking care of him would let him have it) and very little water, after taking him to get a checkup I started him on critical care. After a few weeks of feeding this to him he became a healthy weight. When I stopped the feeding and kept him just on pellets, veg and hay he posted weight again. I’m not back on the critical care. He eats two 3inch syringe fulls in the morning one in the after noon and 2 at night. He would eat more if I let him. Any advice for keeping the weight on. ❤️
 
Not sure on either. He tends to have weight in his legs and upper body but not much on he’s torso. You can always feel his ribs
 
If you can feel the ribs, he's a good healthy weight. Weigh him on the kitchen scales making sure to remove the bowl from the final weight. This has to be done asap, because your working in the dark otherwise. What did the vet say at his check up?
