Fresh Grass - Is It 'hay' Or 'fresh Veg'?

In preparation for some serious lawn time (the sun will shine eventually I hope) we have been feeding our pigs increasing amounts of hand pulled fresh grass.
In the diet ratio does it count as hay, or fresh veg-herbs?
Basically if they eat a lot of grass do I need to reduce their daily cup of fresh veg (which is currently fed in addition to the grass)?
They have unlimited access to hay, and eat very few nuggets (less than an egg cup a day between all 3 guinea pigs).
 
It is somewhere in between depending on the time of the year. Rich young spring or autumn grass counts more as veg while dry and seeded summer and winter grass have a lot less nutrition and count more as hay.
