Growth On Lip?

Sutton in Ashfield, UK.
So giving Bubble a check over and noticed this on his lip. Took him down too my mum and asked her to carefully wipe it incase it was food or something, but it isn't coming off.. Any ideas?

It looks like a skin tag maybe. Am not too sure though. It doesn't look like Chelitis or fungal to me. I would get the vet to check it out.
 
It seemed too have developed pretty quickly, I didn't notice it last night. If that would make any difference?
 
Is it definitely not a bit of caked on poo? what does it feel like?
