Hi. It's perfectly normal. Guinea pigs are prey animals, and being picked up equates to being taken by a bird in their minds, so even those that don't mind a cuddle can still be prone to running away, or diving for cover. If you've not had him long, you may find that he soon starts to mind being held. This is because he may currently be frightened, and therefore keeping still (so that a predator doesn't see him). If he starts struggling when he's picked up, it is actually a really good sign as this means he trusts you enough to let you know how he's feeling. Keep persevering though, he'll get to trust you more as time goes on (especially if you make cuddle time about food). Bear in mind though, guinea pigs are not cuddly toys, and some just don't like being cuddled, so go with it on his terms. I have five, and only one really likes a cuddle, but the others still give me loads of pleasure watching their antics and they will jump up on my lap for treats etc.
