Guinea pig keeps getting bladder infections

My guinea pig Sugar has been prone to bladder infections his entire life. Every time it clears up a few months later he's showing telltale signs of getting it again. His brother Spice hasn't been sick once in the two years I've had them. I'm not sure what to do. This time I tried to be proactive and gave him antibiotics in the very beginning of a new bladder infection. And for a while it cleared up.. but then he started acting like he was getting sick while he was on the medicine. And once the ten days was up (he's supposed to be on it for 10 days) he's got an infection. The vet ruled out stones, I'm not sure what to do now if he's not responding to antibiotic.
 
Is it baytril that he’s on? I find that usually makes my pigs unlike themselves.

Have you had a urine culture to test what/if any bacteria is present? Or an x-ray for stones?

Iggy has reoccurring IC that I’m currently trying to deal with as it’s not caused by bacteria, I’m just wondering if it could be the same as your problems.
 
He's on bactrim. He hasn't had any tests yet and the vet didn't mention running any. He did have an xray.. no stones.
