Because it is a page for a non profit organisation, rather than me as an individual, there is only the option to 'Like' it (which I think is what used to be the 'Become a Fan' button, but they've changed it), rather than a friend

You may find Facebook will move your group, they did to mine which is how I ended up with the like & friend option. I just logged in one day and there was a note for me telling me they'd moved it to a more appropriate section
