Is there a way to make a homemade hay bag out of fleece without it stretching after piggies decide they want to climb in?
 
Nope!
The short answer really is no.
We also found hay stuck a lot to fleece, so all of our homemade hay bags are cotton and they worked really well.
 
For cotton how small can i make the holes to where they can't climb in
 
There are heaps of tutorials on youtube on how to make hay bags and they are so easy to make, I make my holes 6x4cm but I find this a little to big after including the extra cm to fold back and sew. I have a naughty little piggie who looks fat but stretches out to the width of a pencil and can fit (not very comfortably) into a hay bag with the above measurements. I bought a hay bag on ebay a while back with circular holes instead of square that was a lot harder for the piggies to get into and that was when they were smaller.

Can you use microfiber material?
Technically you can use whatever material you like, but I think plain cotton (or poly cotton) is the best for keeping clean.
I just shake mine out and fling them in the machine occasionally and they work well.
Things like microfibre and fleece would get covered in hay and be difficult to keep clean (I think).
