Oxbow Timothy hay is, Alfalfa king timothy hay is and I would imagine the timothy hay from the dust free company is too.
 
No hay is guaranteed lice free, but Oxbow and Alfalfa King are "quality controlled" i.e. they're not allowed in the country unless they adhere to strict regulations, preventing disease being brought into the country. Thus Oxbow and Alfalfa King should be the least likely of all hay brands to have parasites in them.

Timothy hay is a type, not a brand. Other hay types include meadow, orchard-grass, oat and brome. Alfalfa is a hay type but not recommended for adult piggies.
