Head moving side to side

Hi, I wondered if anyone can help. My little piggy who's 18 months old is moving his head from side to side uncontrollably. It doesn't happen if he's sniffing around or when he's eating or anytime he occupied with something, it's just when he's sat relaxing. The vet thinks it's to do with his breathing & said he had a small amount of fluid on his lungs a couple of weeks ago. He was given a diuretic injection that day & sent home with pain killers for a week. There was little to no change & a week later the vet prescribed antibiotics & daily diuretics but another 5 days on & he's still no different. He seems happy enough, still curious & likes to get out of his cage & wander around. He's also still eating & drinking ok. His head just shakes from side to side when he's laid still. He may be slightly wonky too, like a very, very slight head tilt but I don't know if I'm imagining that! He lives with his brother who is absolutely fine.
Has anyone experienced anything like this? I'd be grateful for any suggestions!

Please have his ears seen by a vet; ideally within 24 hours. Don't be tempted to pour anything down on spec as that can make things easily worse than better!

Thanks for the response. He's been to the vet, she said it was his breathing that was making his head move... It's just that it's no better. Do you think it could be an ear infection?
 
What exactly did the vet say about his breathing? Was there something wrong with it? Seems odd.
 
She did an x-ray & said he had a small amount of fluid on his lungs & it is his breathing that is making his head move. He's been like this for at least 3 weeks now. Thankfully he doesn't seem too upset by it. He's still running & playing. I rang the vet again yesterday & am waiting for a call back

@Sooty&Dusty I’ve used Anderson’s in Bromley and Putlands in paddock wood. I really like both.
