My guinea pig is 2 and a half, hes very skittish and nervous, he doesn’t have a cage Mate, should we get him another male? Or neuter him and put in a female? Or is it to late to introduce another pig to him

It’s never too late to find a companion for a lone piggie. Your best bet would be to look for a good rescue who offer boar dating and he can then choose someone he actually likes.
On the other hand if you decided to get him neutered then bond with a female you need to find a vet with plently of successful neutering ops behind him. He will then have to wait for 6 weeks (safe period) before you can bond him
