that’s okay, don’t worry too much about it. if he gets really dirty you could wash the dirty areas with a shampoo made specially for guinea pigs, but it’s not completely necessary

What kind of bedding / liner are you using? Ideally pee should be soaking away pretty quickly so it's not puddling for him to sit in.

he has fleece bedding, and under that there’s a pee pad. He always sits on it, unfortunately.

The idea is that the urine should go through the fleece and be soaked into whatever you have underneath though, so the fleece shouldn't be wet and he shouldn't be sitting in pee. Maybe you need another layer in there and/or to change the pee pad in certain areas of the cage more often? Or are the fleeces newish - I think it can take a few washes to get then wicking properly?

If he’s getting wet then I would check whether the fleece is wicking. Another option is to use noodle (bath) mats on top of the fleece, or pee pads in high traffic areas - hides/beds and near bottle.

it's probably fine, just give him a water wash if you want to hold him.
though make sure he doesn't get bumble foot from it.
